為引導(dǎo)全國(guó)高校廣大青年學(xué)生積極踐行社會(huì)主義核心價(jià)值觀(guān)，加強(qiáng)高校校園文化建設(shè)，幫助學(xué)生開(kāi)拓國(guó)際視野、強(qiáng)化學(xué)習(xí)意識(shí)，提升英語(yǔ)表達(dá)和思辨能力，北京外國(guó)語(yǔ)大學(xué)、外語(yǔ)教學(xué)與研究出版社、中國(guó)外語(yǔ)測(cè)評(píng)中心和北京外研在線(xiàn)數(shù)字科技有限公司正式啟動(dòng)第23屆“外研社·國(guó)才杯”全國(guó)大學(xué)生英語(yǔ)辯論賽。
“外研社杯”全國(guó)大學(xué)生英語(yǔ)辯論賽自 1997年創(chuàng)辦以來(lái)，始終以推動(dòng)我國(guó)外語(yǔ)教育發(fā)展、培養(yǎng)國(guó)家所需人才為使命，堅(jiān)持創(chuàng)新，與時(shí)俱進(jìn)。2019年，大賽名稱(chēng)擴(kuò)展為“外研社·國(guó)才杯”全國(guó)大學(xué)生英語(yǔ)辯論賽，更體現(xiàn)時(shí)代特色與國(guó)家使命。經(jīng)過(guò)23載品牌積淀與堅(jiān)定前行，大賽已發(fā)展成為一項(xiàng)高規(guī)格、大規(guī)模的權(quán)威賽事活動(dòng)，產(chǎn)生了廣泛而深遠(yuǎn)的社會(huì)影響。2020年2月，大賽榮登2019年全國(guó)普通高等學(xué)校學(xué)科競(jìng)賽排行榜，彰顯了大賽以賽促學(xué)、以賽促教、以賽育人的深刻內(nèi)涵。
第23屆“外研社·國(guó)才杯”全國(guó)大學(xué)生英語(yǔ)辯論賽與時(shí)同行，面對(duì)百年未有之大變局，站在歷史的新方位，跟蹤新時(shí)代，召喚新人才。經(jīng)廣泛征詢(xún)意見(jiàn)，大賽將不斷創(chuàng)新內(nèi)容與形式，充分彰顯時(shí)代使命與社會(huì)責(zé)任，為國(guó)家培養(yǎng)具有家國(guó)情懷、國(guó)際視野、熟練掌握外語(yǔ)、能夠參與國(guó)際事務(wù)和國(guó)際竟?fàn)幍膰?guó)際化人才。
一、參賽對(duì)象：
中南民族大學(xué)全體在校學(xué)生（包括本預(yù)科生、研究生）。
二、 組隊(duì)方式
每隊(duì)隊(duì)員為2人（分別為一辯和二辯）
三、 報(bào)名方式
各參賽隊(duì)于3月18日（周四）12：00前報(bào)名。

五、辯手比賽流程
本次辯論賽將參照“外研社”全國(guó)英語(yǔ)辯論賽的要求，采用英國(guó)議會(huì)制。比賽由四組隊(duì)伍（共八名辯手）參加，分別為Opening Proposition，Opening Opposition，Closing Proposition，Closing Opposition.具體辯論賽流程為：

"Leader of the Opposition" 4 minutes
3. Opening Proposition Team, 2nd speaker
"Deputy Prime Minister" 4 minutes

七、 評(píng)選方式
本屆大賽將分三個(gè)階段進(jìn)行，校園選拔賽（3-4月）、線(xiàn)上復(fù)賽（4月）、全國(guó)總決賽（6月）。其中校園選拔評(píng)賽委為外語(yǔ)學(xué)院教師，評(píng)選結(jié)果由評(píng)委打分產(chǎn)生。表現(xiàn)最佳的兩位辯手將代表我校參加復(fù)賽。

辯題于比賽現(xiàn)場(chǎng)提前30分鐘抽取。
九、決賽獎(jiǎng)勵(lì)辦法
冠軍隊(duì)1支、亞軍隊(duì)1支、季軍隊(duì)2支、優(yōu)勝獎(jiǎng)3支、最佳辯手2名。
